Understanding the H. Res. 353 Impeachment Resolution
Introduction
Representative Shri Thanedar (MI-13) filed seven articles of impeachment on April 28th, 2025, following close coordination with and assistance from Citizens’ Impeachment. This H. Res. 353 impeachment resolution currently has one cosponsor, Rep. Al Green. It represents a critical legislative effort to address high crimes and misdemeanors through formal constitutional proceedings.
The Seven Articles of H. Res. 353
The scope of the H. Res. 353 impeachment resolution is comprehensive, targeting multiple areas of alleged executive overreach. The resolution consists of the following seven articles:
- Obstruction of Justice, Violation of Due Process, and a Breach of Duty to Faithfully Execute Laws
- Usurpation of the Appropriations Power
- Abuse of Trade Powers and International Aggression
- Violation of First Amendment Rights
- Creation of Unlawful Office
- Bribery and Corruption
- Tyranny
Rule IX and the Legislative Path
On May 13th, Representative Thanedar invoked House Rule IX in an attempt to force a vote on the H. Res. 353 impeachment resolution within two legislative days. However, immediately before the scheduled vote, congressional leadership applied such heavy pressure that the Representative decided to pull the resolution. This ensuing furor attracted significant media attention and exposed the challenging dynamics within Democratic House leadership.
