On Tuesday June 24, 2025, Representative Al Green from Texas filed a resolution of impeachment against Donald J. Trump, specifically citing his usurping Congress by unilaterally making military strikes against Iran.
Furthermore, Rep. Green immediately invoked Rule IX, which triggers a vote within two legislative days on matters of privilege before the House of Representatives.
The resolution asserts an “abuse of presidential powers by disregarding the separation of powers–devolving American democracy into authoritarianism by unconstitutionally usurping Congress’s power to declare war.”

Only 90 minutes after Rule IX was invoked, Representative Austin Scott (R. GA-08) called for a motion to table in an attempt to cut-off an actual yes/no vote on the merits of the resolution. Given that this motion to table only needed a simple majority to pass, it is unsurprising that it did so.
The successful motion to table means that the resolution will remain on the docket and presumably Rep. Green will use the next period of time to build support before the next vote. A new vote can be called under Rule IX at any time.
While at first this may feel like a disappointment, Citizens’ Impeachment views this as an important step forward. This is the first time a roll call vote has occurred this term that clearly exposes rep’s position on impeachment. In this case a vote of NO on the motion to table is a vote in support of impeachment, by indicating that they want the resolution to continue to move forward.
On June 25th, Rep. André Carson [D-IN-7] signed on as cosponsor for this resolution.
We now have 80 House Representatives on the record as pro impeachment and our Rep Position Tracker has been updated with this new information.
We’ll continue to update this page as situation develops.
