“Impeach Kristi Noem,” Congress says, Citizens’ Impeachment Urges Vote

WASHINGTON, D.C. — January 10, 2026 — Renee Nicole Good was murdered by ICE agent Jonathan Ross just after 9:30 in the morning on January 8th. By the end of the day, Representative Robin Kelly (IL-03) had promised to file articles and impeach Kristi Noem, Secretary of Homeland Security. Within 24 hours, thirteen of her colleagues – 3% of Congress – had publicly committed to co-sponsoring the articles, including Rep. Delia Ramirez (IL-03) and Mike Quigley (IL-05). (Update: As of 11 Jan, fifteen members of Congress have stated their public support for these articles. The full list of supporting reps can be found here)

Citizens’ Impeachment, a nonpartisan, grassroots movement uniting everyday Americans to impeach, convict, and remove officials who violate their oath of office, commends these representatives for committing to the first necessary step in holding the Trump administration accountable. The organization calls on Representative Kelly (IL-02) and cosponsors to not only file articles of impeachment against Noem, but to file the articles under Rule IX in order to force a vote on the articles within 48 hours.

“This moment demands immediate action,” says Keira Havens, Executive Director of Citizens Impeachment. “Renee Good was not the first person to be murdered by ICE and she will not be the last If Congress does not assert itself and force a vote to impeach Kristi Noem. The American people demand Congress hold this administration accountable.”

Public outrage at the execution of Renee Nicole Good by a masked federal agent has brought the deployment of highly-armed paramilitary forces into sharp focus for Congress. More than a thousand “ICE Out For Good” rallies have been planned for the January 10 and 11 weekend to memorialize Good and protest the deployment of heavily-armed paramilitary forces against the American people by DHS.

This is the first time members of Congress have embraced impeachment with something like widespread enthusiasm. Additional members committed to cosponsoring Kelly’s articles include (in order of announcement): Dexter (OR-03), Pingree (ME-01) Stansbury (NM-02), Kamlager-Dove (CA-37), Mullin (CA-15), Randall (WA-06), McBride (DE-AL), Vargas (CA-50), Quigley (IL-05), McGarvey (KY-03), Rep. Ramirez (IL-03), Rep Matsui (CA-07), and Angie Craig (MN-02). Democratic leadership has not yet weighed in on Noem’s impeachment.

In 2025, two impeachment resolutions for Donald J. Trump were filed under Rule IX by Rep. Al Green, H Res 537 for Trump’s usurpation of the War Powers Act to unilaterally strike Iran, and H Res 939 for Trump’s incitement of violence against sitting Congress members after they reminded the military that they were obligated to refuse unlawful orders. The number of representatives voting to take up impeachment (the “Courage Caucus”) nearly doubled between the two votes, growing from 79 to 140 votes for, with 47 members voting present. Articles of impeachment for Secretary of Defense Hegseth (H Res 935) and Secretary of Health and Human Services Kennedy (H. Res 944) were not filed under Rule IX and remain in committee.
